Man Accused of Murdering Ukrainian Refugee to Face Federal Charges

A repeat offender has been indicted on a federal charge in the fatal stabbing of a Ukrainian refugee aboard a Charlotte light rail train last month, a case now central to the White House’s push against violent crime in Democratic-led cities.
Federal prosecutors on Tuesday charged Decarlos Brown, 34, with committing an act causing death on a mass transportation system. Authorities say Brown fatally stabbed 23-year-old Iryna Zarutska in an unprovoked attack on August 22 inside a light rail car.
In addition to the federal charge, Brown faces a first-degree murder count under North Carolina law.
According to an affidavit supporting the criminal complaint, Brown used a pocketknife in the attack, which investigators later recovered near a train platform.
Newly released footage of the stabbing, combined with Brown’s extensive criminal record, has intensified debate over public safety in major U.S. cities. Republicans, including President Trump, have seized on the case as evidence for deploying federal troops to urban centers such as Chicago and Washington, D.C.

“We will seek the maximum penalty for this unforgivable act of violence — he will never again see the light of day as a free man,” Attorney General Pam Bondi said in a statement on X.

FBI Director Kash Patel called the stabbing a “brutal attack” and a “disgraceful act.”
“The @FBI immediately surged into action to ensure justice is served and to make clear that violent criminals will never be allowed to walk free again,” Patel said in his own X post.
