A resident of Portland, Oregon, recently claimed a windfall of over $400 million after taxes. This incredible sum stems from a historic Powerball win, with more than $1 billion awarded to Cheng “Charlie” Saephan. Saephan, aged 46, and his wife Duanpen, aged 37, emerged as the lucky recipients of Oregon’s largest-ever lottery jackpot, announced with much excitement by the Oregon Lottery on April 29 in Salem.
Originally from Laos, Saephan shared his journey of moving to Thailand in 1987 and eventually immigrating to the United States in 1994. Having resided in Portland for the past three decades, Saephan, a father of two, proudly showcased his Iu Mien heritage at the winnings ceremony. Despite his joy at the substantial windfall, Saephan revealed his battle with cancer, pondering how to manage such a vast fortune alongside his health struggles.
Saephan expressed profound gratitude for the lottery’s blessing, emphasizing his newfound ability to support his family and access quality healthcare. He recounted the anticipation leading up to the win, disclosing nightly prayers and even sleeping with the chosen numbers under his pillow. Saephan’s friend, Laiza Chao, contributed $100 towards the ticket purchase, and the trio’s joint investment yielded a monumental return.

Their winning ticket, acquired from a Plaid Pantry store in Portland, not only secured their fortunes but also rewarded the store with a $100,000 bonus. The decision to receive a lump-sum payment, rather than staggered payments over 30 years, promptly granted Saephan and his companions access to their newfound wealth. After tax deductions at both state and federal levels, their share amounted to $422,309,193.97.
